What kind of bird should i get?


past 2 years have been planning on getting bird, , @ point in life know able take care of it, , able keep many years- or have family member can stay when unable care it. (while moving houses once move out of mothers house).

question have now? kind of bird- not want horribly expensive, third bird (i had 2 young child, mother accidentally let them loose outside). bird enjoy being held, , want on/by me once tamed. love birds sing (i enjoy waking wild song birds live outside window every spring/summer). singing not problem, , bird can talk- isn't necessary.

biggest thing want bird most-likely going stay on shoulder , friendly, not want bird looks.. want 1 can pet , whenever lonesome (as spend large amount of time alone, , not want new family member terrified of me every time go near cage..) , companion while doing things.

added plus if go walks staying on shoulder (wings clipped reduce chance of flying away..) if small, not want take chance taking outside.
