because of viscosity of water. when water covers edges of coin entirely, there drop in pressure under neath coin lift because air can not freely travel under coin lift it. negative pressure creates small amount of suction why harder pick up.

less viscous fluid provide lesser resistance air flowing underneath coin , less suction force.

why coin kept on water spilled on desk hard pick why needs more force picked up. ..than coin placed on dry desk.
