USPS tracking says package arrived but it didn't?


i'm not sure direct questions shipping, put in category hoping there in busness knowlege postal system... anyway... live in apartment complex , when deliver packages , not present, either goes apartment office or usps site near me, , tracking info either says "notice left" (which means it's @ apartment office) or "at usps office pick up" or that. however, tracking info says "delivered, mean physically received package postman, did no such thing, , package not @ post office, nor @ apartment complex office. there way can file claim usps or that? i've seen them leave box @ front door of apartment, seems incredibly stupid since pretty in apartment complex take it. suppose that's have happened, , seems explanation. there hope @ all? package had 200 dollar headphones. :'(
