Why do some royal titles refer to geographical places, while others refer to people?


know there no such title or person "king of england", because england not kingdom - part of 1 - united kingdom?

correct title king of united kingdom. king of england offensive , insulting scottish , welsh people.

update: there isn't "currently king of england", understand there can't , won't ever one, title doesn't exist?

for example: "king of england" compared "king of romans" (the title used elected holy roman emperors before imperial coronation). former refers being king of actual place, while latter refers being king of particular people.
