Why is the city of Seoul not cleaning up the ice off the sidewalks?


have never felt such cold winter in korea. not cold 6 years ago.
in seoul last weekend, , noticed after snow had fallen, there still
ice sheets on sidewalks. saw paramedics coming rescue of 2 people slipped , injured themselves. should sue city of seoul.
in toronto, canada grew up, used have psa tv ad said, "be nice, clear ice." , seems me seoul not doing clear ice off sidewalks, no salt, no ice removers, nothing. why seoul not doing clear ice off sidewalks?
