What can I make REALLY cheap for a large group for Christmas?


these fellow employees. need make inexpensive 25 people.
no cookies or candies many of them struggling weight, diabetic, etc. i'd prefer make isn't food, or if must food, doesn't need sugar.
need keep cost @ $30 or less total. know, know, sounds impossible. that's why i'm asking here. maybe there's crafty frugal people here can help. thanks!
