Can i fish onshore by a saltwater boat ramp?


have tried fish @ black point marina boating docks , told cant fish there. when asked why said because not allowed. wondering if give me link laws or regulations explaining why. ( don't know if matters caused no problems. if boat came dock reeled in line , moved. using lure had no trash , not stationary blocking path.)
