Is it safe to charge a 3.6v 20mAH Ni-MH battery via a 6.3v Capacitor?

attempting charge 3.6v 20mah ni-mh battery using 6.3v capacitor. capacitor being charged solar cell inside cheap outdoor garden light, estimated @ 1.5-2v. there diode on positive point of battery prevent current flowing capacitor , hence charging @ higher voltage. charging circuit safe?
