No break pressure on my 1974 Pontiac Ventura?


picked 1974 pontiac ventura sprint edition stock 350 , began restoring process. runs great except breaks. when press down have little no pressure. changed power break booster , didn't anything. i've had few people tell me it's master cylinder i'm not sure. think wrong?
