How do you do guitar fingering properly?

in scenario put fingers need them unless obstruct required not (obviously) move when required. more natural more practice

better , playing more complicated licks , scales not practical , things require move fingers required on notes using previous method when still practical

no stupid answers please.....im trying learn intro sweet child o mine guns , roses, switch finger finger or put fingers on strings need play , move them when have to? know kind of stupid question , hope not hard understand, thanx
