How can I tilt a big steel tank with control?


when full contain around 2m * (pi() * 1m radius ^2) = 13m^3
, weigh 13 tonnes
plus weight of container. 20 tonnes in all.
how manually lifting it?

2 practical possibilities can think of.
1 use screw jack either manually or motor driven raise 1 side.
2 use hydraulic ram , hydraulic pump.

pneumatic system not stable enough because gas compressible.

a big steel tank (a boiler) of height 7ft , diameter 7 ft. manually tilting tank without control , material inside ( steamed cattle bone) splashes out. want tilt control. can suggest methods or machines ?
