electronegativity , size of atoms reason. other noble gases (helium , argon), fluorine 2nd smallest element. when size small, protons closer electrons, create strong attraction. fluorine likes electrons, has highest electronegativity, hydrogen has 1 proton, electronegativity lower, can't compete fluorine. because fluorine pulls electron over, hydrogen still needs share, makes bond length short, bond strong.
