has priority need , decides priorities are?

kind of housing available , decides optimum provision?

do individual sole occupant of 3 bed house?

there potential increasing housing stock , how can community involved in future planning?

ok build on every spare piece of land?

if 1 person living in 3 bed house , family of 5 live in 2 bed house, views of family of 5 carry more weight individual in 3 bed house?
