How to sound proof a wall.?


live in apartment , cant rip out walls or neighbors son has tv loud @ hours of day , night ive asked them if can turn down , few minutes room right next 4 year old room , wakes son in middle of night. cheap way sound proof room landlord complaining it. have heard of putting heavy quilt or getting getting carpet , padding , line wall it. work? im losing cool them please help.
