How do you hold up a horizontal rebar?


setting few continuous footings off structural plans dont have experience in construction. 16"w x 24" tall. there 2 continuous #4 bars top , bottom plans don't include plans stirrups or vertical reinforcement. i'm wondering how elevate upper rows inside trench without stirrups. there sort of supporting structures need?
