call local council, evidence of neighbours illegal activity. record him/her, take photos , take times of neighbours dumping. council take away bags , rummage through , find bank statements names on it, convict him , fine , possibly jail sentence.

there fly tipping going on right behind house. next door neighbour has thrown around 300 black bags of rubbish , there still more come. dont want give name phone police?
