Useable installed memory HUGE difference!?


upgraded 2x8=16gb of memory. heard windows 7 (especially 32 bit) takes quite bit of memory hardware processes , leaves amount called "useable installed memory".... mine ridiculous!!! 16gb installed, 3.21 gb useable!?!?!! can't right. suggestions?
