Is wind chill a factor in temperature?


wind chill wind carrying heat away body , blasting cold.
weather man say, tonight -38 wind chill factor of - 32. means temperature going 38, because wind going carry body heat away feel same being out in 32 degree weather.

like if temperature -38 c , there wind chill, -38 include wind chill? friend of mine arguing me winnipeg (where i'm from) isn't cold (we live in edmonton right now).
