Tips on how to play piano blocks chords quietly (Rachmaninoff)?

lately i've been playing rachmaninoff prelude in c-sharp minor (op.3 no.2) , have been little bamboozled on how can perfect "pp" , "ppp" parts block chords. find every time play chords either tad loud or there no sound @ all.
ideas on how can play these chords more softly?
