Should snipe hunter be banned/limited?

it's effect discard card , roll 6 sided die. if result not 1 or 6, can destroy card on opponents side of field. gives controller of snipe hunter 77% chance off rolling 2-5 on die roll , 33% chance of rolling either 1 or 6. can use effect many times wish during turn, provided have enough cards discard, feel it's bit op. atleast how change effect once per turn or something
