My flat feet are affecting PE?


i'm 13 year old girl, & born flat feet. pe has been kinda tough, because feet cause me stomp little when walk, & slow me down quite lot. running mile absolutely horrific, because our teacher doesn't allow walk whole 4 times circle track. feet cramp lot, & caused me dislocate hip last year. can't afford surgery, do?
