How do I become better at guitar?

hello music geniuses of yahoo! answers,

i'm 15 years old - been playing electric guitar year, , don't think i'm anywhere near real progress.

practice same pentatonic scales, egyptian scales, , pythagorean scale etc. - every day (for god knows how long each day; long time) don't appear getting better (or @ least want be).

i've studied chord theory, music theory, etc; learned few licks or 2 throughout year.

what's problem here? have no real ideas of it; although can shred through of scales, can't make music. bothers me.

hope whatever god in sky there is; on vast database of musical geniuses can @ least me started.
