In Canada, is it mainly the responsibility of charities and Churches to look after poor/homeless?

more , more these days churches , charities being called upon fill in huge gaps left government programs.
food banks run churches , charities , seeing more , more people dependant upon them. many, if not all, soup kitchens work of charities , churches, , seeing ever increasing numbers, including many families, in years passed men.
thank goodness generosity of canadian people, volunteers, or give funds these institutions willingly, or donations homes. hats off all.
